Few people anywhere in the world can say they changed the law that changed an industry. Woodie Neiss can. As GECA’s global community passes 100 members and launches the Future of Crowdfunding Initiative, one of the industry’s founding fathers is joining the room where its next decade is being shaped.
Who is Woodie Neiss?
Woodie Neiss is Principal at Crowdfund Capital Advisors and co-author of the crowdfunding exemption framework that became Title III of the JOBS Act, the law that legalised Regulation Crowdfunding (Reg CF) in the United States. He founded CCLEAR, the verified data record of US investment crowdfunding, tracking 11,000+ offerings and more than $3 billion in capital formation since 2016, and cited by the SEC’s Office of the Advocate for Small Business Capital Formation in its Annual Report to Congress every year since 2020. He is a General Partner at D3VC, co-founder of GUARDD, author of the Investomers book series and Crowdfund Investing for Dummies, and has worked with policymakers and regulators in 43 countries on crowdfunding law and infrastructure.
The story: 460 days that changed capital formation
The story begins with frustration. As co-founder of FLAVORx, the flavoured children’s medicine company that became a three-time Inc. 500 winner and earned Ernst & Young’s Entrepreneur of the Year, Woodie kept hearing the same question from the mothers who loved his product: how do I invest? And under securities laws written in the 1930s, the answer was always the same: you can’t.
So after selling the company, he sat down with two friends and wrote a framework for how companies could legally raise money online from the people who believed in them. Then he went to Washington. The SEC pointed him towards the Capitol, and he started walking the halls of Congress, deliberately straight down the middle of the aisle. Five testimonies before the House and Senate later, the JOBS Act was law, and Woodie was standing in the Rose Garden as President Obama signed it on 5 April 2012. From first meeting to signing ceremony: 460 days, one of the fastest fundamental changes to US securities law ever achieved.
What has he built since?
What makes Woodie singular in this industry is that he didn’t stop at the law. He built the evidence base that proves what the law made possible. CCLEAR is the only complete dataset tracking every regulated Reg CF transaction since the industry’s inception, powering the CCA Crowdfinance Indices, the first daily benchmarks for US crowdfunding, along with reports used by media, regulators, platforms and investors worldwide. Through D3VC, he deploys venture capital into the strongest Reg CF issuers using predictive signals from that data. Through GUARDD, he is building disclosure and Blue Sky compliance infrastructure for private markets. And through the Investomers series, he is documenting the movement he helped start: customers becoming investors, and communities becoming capital.
His policy fingerprints reach far beyond the United States: lead author of the World Bank’s Crowdfunding’s Potential for the Developing World, author of multiple Inter-American Development Bank reports, speaker at TEDx, SXSW, the SEC and the White House, and named among the most influential voices in crowdfunding by Forbes.
Why does this matter for GECA?
Because the questions Woodie has spent fifteen years answering are exactly the questions GECA’s global community is asking now: how regulation enables rather than restricts, how data builds trust with policymakers, how caps and disclosure should scale, and how secondary markets unlock the next decade of growth. As he told us on the GECA Podcast: “You’ve got a feeling. I’ve got data.”
His appointment strengthens a Steering Committee already drawing together some of the most respected voices in world crowdfunding, at precisely the moment GECA launches its most ambitious programme: the Future of Crowdfunding Initiative, with global roundtables, the industry’s largest supporter survey, and the flagship Future of Crowdfunding Report arriving in early 2027.
